Understanding the Labour Quota System

In the UAE, businesses must operate within a defined labour quota, which determines how many foreign employees a company can sponsor. The quota system is managed by the Ministry of Human Resources and Emiratisation (MOHRE) and is based on your license type, business activity, and office space. Companies that exceed their quota without approval may face visa rejections or delays in processing.

How Quotas Are Calculated

The number of visas you can apply for depends largely on your UAE company quota, which is linked to the size of your office as recorded in your Ejari (tenancy contract) and your business sector. For example, a professional services firm with a 50 sq.m office might be eligible for 4–6 visas, while a larger trading company with a warehouse may qualify for more. The Ministry may also adjust quota limits based on your company's record of compliance, payment of wages, and Emiratisation policies.

Work Permit Process for Employees

To hire a foreign national, a company must first obtain a work permit in the UAE. This begins with an employment offer and job contract submitted through the MOHRE system, followed by approval of a labour quota slot. Once approved, the employee is issued an employment entry permit, after which the process includes medical testing, Emirates ID registration, and visa stamping. The full UAE employment visa process can take two to four weeks depending on the case.

Labour Contract and WPS Compliance

Employers must issue a labour contract matching the job offer and register employees under the Wage Protection System (WPS). Compliance with WPS ensures salaries are paid on time and in line with UAE labour law. Failing to meet this requirement can freeze the company’s quota or lead to fines, affecting your ability to sponsor new employees.

MOL and Immigration Coordination

Both the Ministry of Labour (MOHRE) and immigration authorities work in coordination for issuing work visas. The MOL UAE handles job approvals and quota management, while immigration processes visa stamping and entry permits. A mistake in one system can delay approvals in the other, so businesses must ensure consistency in all applications and employee data.
