Dubai Legal Affairs Department Launches Artificial Intelligence Strategy to Accelerate Government Innovation

Driving Smart Governance Through AI

In a significant step towards digital modernization, the Government of Dubai Legal Affairs Department has launched its new Artificial Intelligence Strategy, reinforcing the emirate’s commitment to smart, agile, and tech-driven governance. Announced in June 2025, the initiative is designed to support Dubai’s broader future-readiness directives by integrating AI-powered tools across key service areas and operational structures.

Supporting Digital Transformation and Cybersecurity

The strategy focuses on leveraging artificial intelligence in UAE government operations to automate services, enhance decision-making using big data analytics, and secure digital environments. With a clear emphasis on scalability, flexibility, and cybersecurity, this initiative will contribute to the department’s ongoing digital transformation and improve the delivery of legal and regulatory services.

Aligned With National Innovation Goals

His Excellency Dr. Lowai Mohamed Belhoul, Director General of the Department, highlighted that the AI strategy aligns with national innovation priorities at both the federal and local levels. He noted that artificial intelligence is no longer a future concept but a present-day necessity in government operations. By embedding AI into its service framework, the department seeks to exceed customer expectations and support rapid, responsive service deployment.

Employee Engagement and Internal AI Tools

Alongside this launch, the department introduced an internal AI platform to enhance technical knowledge and cyber safety awareness among its employees. The platform—unveiled during Dubai AI Week—is part of a broader effort to build internal digital capabilities and train staff in secure system practices, further strengthening cybersecurity in UAE government entities.

Part of Dubai’s Long-Term Digital Vision

This move by the Legal Affairs Department reinforces Dubai’s long-standing commitment to digital transformation and smart government services. By adopting advanced technology, the department aims to improve transparency, efficiency, and data-driven governance across all legal functions.
